ABSTRACT. This is a long-term poverty project with a two-fold aim: to intervene and investigate the effect of entrepreneurial skills on the performance of a small business in Wallacedene in the Western Cape Province (South Africa). An entrepreneur centre will be established in Wallacedene to provide consultative and training services to the people. This will help them to do their businesses more profitably and/or start a small business. A statistical survey was carried out to obtain a base data set for future reference. The analysis of the data indicated that the average level of education of the entrepreneurs is relatively low (Grade 8) and that education and working capital play a major role in the performance of a small business in the area. The policy implication is that human capital development and financial assistance should be encouraged. This might go a long way in creating jobs and alleviating poverty in Wallacedene.

SOMMAIRE. Il s’agit ici d’un projet à long terme sur la pauvreté, avec un double but: une intervention, et une investigation des effets des compétences entrepreneuriales sur la performance d’une petite entreprise à Wallacedene, dans la province du Cap occidental en Afrique du Sud. Un centre entrepreneur sera établi à Wallacedene en vue de fournir des services consultatifs et d’apprentissage à la population: ceci l’aidera à rendre ses affaires plus profitables et/ou à se lancer dans une petite entreprise. Un sondage statistique a été fait afin d’obtenir une base de données pour référence ultérieure. L’analyse des données indique que le niveau d’éducation moyen des entrepreneurs est relativement bas (8ième année), et que l’éducation et le capital d’exploitation jouent un rôle majeur dans la performance d’une petite entreprise locale. L’implication politique est que l’on devrait encourager le développement du capital humain et l’aide financière: ceci contribuerait beaucoup à la création d’emplois et au soulagement de la pauvreté à Wallacedene.
