ABSTRACT. Using empirical evidence from three financing schemes in Tanzania, this paper develops an integrated approach for improving small firms’ outreach levels. The developed approach offers three complementary policy options that provide policy makers in developing economies with an opportunity to address small firms’ financing difficulties from different angles. Of the three policy options, replication of the rural-based community bank scheme by Kilimanjaro Cooperative Bank is likely to have an immediate impact in scaling up small firms outreach levels. The other two policy options (based on Akiba Commercial Bank and CRDB Bank schemes) exhibit the potential for improving small firms’ financing in the long run. Although the proposed integrated approach purely relates to the Tanzanian environment, it provides relevant clues to other developing economies that experience similar small-firm financing difficulties.

SOMMAIRE. A l’aide de témoignages empiriques provenant de trois projets de financement en Tanzanie, le présent article élabore une démarche intégrée visant à améliorer les services d’approche des petites entreprises. Cette démarche présente trois possibilités d’action complémentaires, qui offrent aux stratèges des économies en développement l’occasion de confronter de manières différentes les difficultés de financement des petites entreprises. Des trois possibilités d’action, la reproduction du projet bancaire communautaire rural de la Kilimanjaro Cooperative Bank aura sans doute un effet immédiat dans l’augmentation des services d’approche des petites entreprises. Les deux autres possibilités d’action (basées sur les projets de l’Akiba Commercial Bank et de la CRDB Bank) offrent une promesse d’amélioration à long terme pour le financement des petites entreprises. Bien que purement associée au milieu tanzanien, la démarche intégrée suggérée ici offre des indices pertinents aux autres économies en développement qui subissent des difficultés similaires.
